5/1/2012 - School Medi-Cal Program & SLP Supervision
As relating to the school LEA Medi-Cal Reimbursement Program, the Feds have finally recognized the newer CTC SLP Service Credential as equivalent to the CCCs and the SLP license, and thus the SLP Service Credential will not require supervision in order for a school to be reimbursed for LEA Medi-Cal speech therapy services. Confusion exist as to the continuing supervision requirements for the older Clinical or Rehabilitation Services Credential for LSH as well as to upgrading to the newer CTC SLP Service Credential.

For the California school Local Education Agency (LEA) Medi-Cal Reimbursement Program, the federal CMS (Center for Medicare & Medicaid Services) finally approved amendments to the State Plan (SPA ) and recognizing the newer California Commission on Teacher Credentialing (CTC) Speech-Language Pathology (SLP) Service Credential.

Absent a careful reading and understanding of the Department of Health Care Services (DHCS) Policy and Procedures Letter (PPL #12-008 April 17, 2012), misinformation will continue (see reference link at end of this memo). For instance, some school contract billing companies have indicated that credentialed SLPs no longer have to be supervised under provisions of the LEA Medi-Cal Billing Program. This is an over-simplification and for those holding the earlier CTC Clinical or Rehabilitation Service Credential in Language, Speech & Hearing (LSH), is NOT accurate. Additionally, some school program administrators have advised SLPs that there is a "grandfathering" or automatic upgrade to the more recent CTC SLP Service Credential. This is also not accurate.

FACTS:

1) Under the LEA Medi-Cal program for those SLPs holding the earlier but still valid CTC Clinical or Rehabilitation Service Credential in LSH, they must still be supervised by either a licensed SLP or a person with a clear SLP service credential.

2) While the DHCS PPL mentions recognition of the Preliminary SLP Service Credential holder as not requiring supervision for the LEA Medi-Cal Program, CTC still requires supervision for the Preliminary SLP Service Credential similar to ASHA Clinical Fellowship Year (CFY) and similar to the temporary SLP license's Required Professional Experience (RPE) year.

3) CTC does have provisions for holders of the earlier Clinical or Rehabilitative Services Credential in LSH to upgrade to the newer Clear SLP Services Credential, it not automatic. CTC's upgrading application is based upon an approved SLP training program, evidence of 36 weeks of supervised practicum and passage of the national Praxis SLP written exam (of a current SLP license or current Certificate of Clinical Competence). CTC FAQs to emphasize LAD teacher is NOT a replacement for the SLP

LAD TEACHER CREDENTIAL APPROVED FAQs To Follow
The California Commission on Teacher Credentialing's (CTC) new Language and Academic Development (LAD) teacher credential regulations have been adopted into law. The revised definitions of assessments and services for the Speech-Language Pathology (SLP) services credential, have also been formally adopted by the state.

CTC is planning to issue a set of LAD teacher Frequently Ask Questions (FAQs). These CTC LAD teacher FAQs are to include statements to distinguish the LAD teacher from the SLP service credential -- and why the LAD teacher credential is not to be considered a replacement for the SLP. CTC is also planning a webinar on these same issues.

Next new university training programs for the LAD teacher credential will have to be considered by the CTC Committee on Accreditation (COA).

Dr. Barbara Moore is scheduled to brief the CSHA board on the new LAD teacher credential and the CTC FAQs at the Sept. 23/24CSHA board meeting in Orange County.
