STATE BUDGET CRISIS GOES FROM BAD TO WORSE!

5/1/08

In May, the state’s income and expenditures are re-analyzed (called “May Revise”) and will indicate the state’s fiscal picture continues to
deteriorate with a budget shortfall that is growing back into the double digits ($10-12 billion dollars).
In June the Legislature and the Governor need to agree on budget cuts for the start of the July 1st fiscal year.

Education including special education and higher education budget cuts will have a very real negative impact on speech and
hearing programs across the state. Medi-Cal provider reimbursement rates are to be reduced by 10% as of June 1, 2008.
Regional center cost containment measures and cuts will continue.

CUTS: Special Ed $480 million; CSU & US System $1 billion; Regional Centers mid-year budget cuts already enacted in February made
permanent on-going spending reductions (cost containment)resulting in spending reductions of $350 million by the 21 non-profit regional centers
(included federal matching funds for the 2008-2009 State budget year).
